How to require a user profile field filled to post in a specific forum?

Basically I have a user profile field on my site called Steam ID. I used to force people to fill it out in order to register, but now I don't want to do that.

Yet when someone applies to our organization, I want them to have it filled out. And I don't want them to be able to edit it after they filled it out for security reasons of something else.

So my 2 questions are these...

1. How to let the user fill out the user profile field anytime he wants to but after filling it out, deny the permission to edit the profile field?

2. If a user doesn't have user profile field 5 filled out, when they click post new thread in a specific forum, deny them the permission to post a new thread only in this specific forum until they have filled out custom field 5. Do this by displaying a message to them once they click New Thread button and have it say a custom phrase.

I'm sure this is not hard to do, hopefully someone can help __DEFINE_LIKE_SHARE__
