Forum Infractions, Reputation, Ranks ... Very Confused

I can't for the life of me figure out how these three things work together.

Right now, a user is a "Senior Member" based on the number of posts, regardless of how poor or offensive they were. There's a reputation system, but it doesn't show anywhere. And there's a separate infraction system.

Here's what I want to do ...

Set it up so that users go up or down in a reputation scale based on infractions handed out by moderators, and reputation added by regular members. The reputation scale would result in the user's title changing, and perhaps restrict their posting privileges.
I would like to be able to tie those together so that I (owner), my moderators and other users will be able to affect a user's status.
