CMS Home page and Blog Issue

I have Installed Vbulltein CMS suite ,I have a Problem with the Blog and cms and Home page,when ever a user or Unregistered users or admin access try the access cms home page i get the below error ,i require my cms to give access to every one who visits my site,

Also in blog if a registered user blog a post only admins are able to view the blog posts i require it to be available to evry 1 registered and non registered users,Please let me know how to accomplish this. __DEFINE_LIKE_SHARE__
