Forum Promotion; task not running!

As I understand it, Promotions run with "Scheduled Tasks".

My board is online but closed for registration as it is new and not ready to open. I made a test login account and altered the post count to see if my new rank images work and promotions.

My rank images seem to be working perfectly but when I edit the post count to go over the limit needed to jump to a new primary usergroup, nothing happens. They still stay in the same user group even though the post count reflects that they should be in a new user group with a new rank image; both the new usergroup and rank image are not working at this point.

I made sure my promotion was setup for post count strategy only and even set the reputation requirement and days registered to zero. The reputation comparison type is even set to "greater than or equal to", but none of that should matter since I set the strategy up for posts only right?

Also, I am aware that the promotion task is suppose to run hourly or maybe even when the user logs in and out but still doesn't seem to be working.

My test user is over the required post count (because I manually edited his post count) and he is still in the wrong user group, showing the wrong rank image.

Am I missing something?
