CMS [CMS + Forum] missing image upload dialog on WYSIWYG editor (permissions issue?)

Howdy. I am a newbie as far as vBulletin is concerned so please bear with me. I did search first and see some other similar requests but as these are not clear (and not tied to a support request) I am opening a new thread. If this has been covered somewhere already please point me at the post or FAQ and I will check it out.

The problem: only the first superadministrator can upload images via the WYSIWYG image dialog that appears on CMS and forum posting edit pages.

We are running the latest 4.0.3* version of vBulletin and currently have two users defined, both set as super administrators but the second one is also marked as being part of a custom "members" usergroup. I have gone through the various permissions settings as best I can and as far as I can see, members should be able to upload images.

Now both administrators can upload *attachments* to CMS articles without issue. When editing an article or a forum post, the first administrator can click on the WYSIWYG image icon and is presented with the upload image dialog. The second administrator however is prompted to enter a link to an offsite image.

I have spent a good amount of time scanning the vBulletin docs and the various settings and so far cannot find any obvious permission boxes that might cause this behaviour.

Any help on how to correct this situation would be greatly appreciated.
