Cannot post a new thread after 3.8.3 upgrade

I just upgraded from 3.7 I believe and now every time I try to make a new thread I get the following Fatal Error....

Fatal error: Call to undefined function: can_use_prefix() in /home/joeshmo/public_html/forums/newthread.php on line 168

I have been trying to fix this for the last 3 hours with no luck.

I've tried rebuilding the statistics as recommended, and reverting any custom templates, which I did as well... Those have not helped alleviate the problem.... in fact TBH I think those steps were completely unrelated to my problem to be honest.

Any help would be a so great.
