Restricted Forums Slowing Down Board

One of my boards experiences a 30 to 60 peak period during the day where the performances comes to a crawl at times. I have had my hosting company look into it and they have identified some areas that may be causing the slow down. One is the select of the forums that excludes the forums that have been prohibited to the users, specifically the reported posts forum, and a moderators only forum I created.

Code:

SELECT max(post.postid) as postid
FROM post, thread
WHERE post.threadid = thread.threadid and
(thread.forumid 1 and thread.forumid 2 );
Where forumid 1 = Reported Posts Forum, and forumid 2 = Moderators Forum.

A quick search here and I didn't see anyone else reporting this issue. Any suggestions?

This board resides on a dedicated server.

I have other queries to check, but this one came up often in the "problems log".
