Forum Is 'storing CSS StyleSheets as Files' the best option?

Hi!

Just installed vB 4.0.3 yesterday and was trying to alter some padding value for my logo.
As I could not find any CSS files in my FTP directory, I realized there was an option in VB asking : "Store CSS Stylesheets as Files?" but checked as "NO" by default.

I have 2 questions concerning this option:

1 - I found several articles online talking about vBulletin optimization advising to check YES:
"Storing CSS Stylesheets as files will allow users/spiders to cache the CSS as a file, and make each page smaller, HTML wise, giving your server a bit of a breather"
So WHY is this option checked as "No" by default?

2 - If I want, for example, to add a padding value to my header, how can I proceed?
By default Firebug shows the following CSS location : http://www.xxx.com/forum/css.php?styleid=2&langid=1&d=1271683360&td=ltr&she et=bbcode.css,editor.css,popupmenu.css,reset-fonts.css,vbulletin.css,vbulletin-chrome.css,vbulletin-formcontrols.css
I guess to store my CSS stylesheets as files would also make CSS tuning much easier compare to leaving the vBulletin default option to No?

What is your opinion? Stylesheets as files or not?
What is the quickest way to add CSS properties like padding for the header?
