CMS CMS is set as the home page but viewers told to register

I've checked everything possible and when a visitor goes to our site and they do not have an account, they are told to register. We have the CMS installed and it's enabled to allow guests and unregistered users to view. I've made sure that the Home section is set to published along with all of the other sections.

Another issue we are having is that members' IPs are showing up as the server's IP address. Are there any changes I can make or does my host need to make a change on my server?
