Forum Uploads some jpgs and not others

One step away from everything running prefect. Why is it I can upload some .jpg's and not other?

All attempted efforts are under my max file size and pixel size settings. I get the same results when attempting it as a Registered User or Admin. It's about a 40/60 as to which ones it will accept. I can't find any rhyme or reason to it. Is there a setting I need to set to have it accept all compressions and formats of .jpgs? It will either accept the file or not. What I mean by that is if I try a file once and it takes it, it will always accept it. If I do it and it doesn't accept it, it will never accept it. Even if in Photoshop I do a copy create new file paste and save it as a new .jpg or even same process and save for web process.

Under Settings>Options>Image Settings>Image Processing Library> I have it set to GD
I couldn't seem to get ImageMagick 6 working on my windows IIS box.

Any help would be super appreciated. __DEFINE_LIKE_SHARE__
