Forum Please help. Trying to upgrade from 3.8.4 to 4 and have tried everything.

I've tried reinstalling a few times but to no avail. Same problem everytime.

At the final steps of upgrading to 4.0.2, I receive this error:

Warning: Invalid argument supplied for foreach() in
.../html/includes/adminfunctions_template.php on line 913

All plugins were turned off prior to upgrade.

I read in the forums to have the CSS stored in the DB, so I set that
option and tried the upgrade again.

The upgrade ran smoothly but when viewing the forum using the default
vb4 template, it's just all text with no CSS.

I tried setting the CSS back to filesystem, but a no go in that option as well. __DEFINE_LIKE_SHARE__
