Forum "File Does not Contain Expected Contents" Message

Earlier some of my users reported that they were getting a "Security token is not valid or is missing" error.

So I did some research on this and found a helpful thread on it from the previous version of vbulletin. This thread.

I ran the "Suspect File Versions" test in Diagnostics and here is what I found.

That the following files show the "File does not contain expected contents" error, which according to the earlier thread, should not be showing:

blank.html
html.php

Could this be what is causing the security token error? What should I do? Reupload these particular files? Just wanted to ask, as I do not want to do something incorrect and make things worse. Right now, the problem is only intermittent, refresh usually lets members continue on.
