Forum Some Threads Cannot Be Accessed

After Update from 3.8.4 PL2 to 4.0.2

There is a problem when I try to access some threads, specially the ones in Spanish. I believe this is because the system has turned the Spanish accents and some letters (like "?") into different symbols. I think maybe correcting the thread titles could solve the problem.

Also threads with arabic title can't be accessed:

Also when some members send me a PM with arabic title, the title appear with strange characters & letters in the popup notification, but normal & readable in PM inbox

I really hope you can solve this issue. If there's anything I can do, please let me know.
