Forum Two Login Prompts

Hey folks, I'm kind of curious why there are two login screens. One on the top right and one in the center in the form of a dialogue box. How can I set it to just have one login prompt set for the top right hand corner?

Also, I noticed that sometimes, when I login using the top right corner prompt, it doesn't work but when I use the dialogue box in the center of the page, it works, vice versa?
