CMS Comment Box not appearing

The comment box under Articles suddenly ceased appearing.

Yes, the Content is Published & Viewable by All.
Yes, the Section that the content is published in is Viewable to all.
Yes, I have Enabled Comments in the Publishing Options.
Yes, the permissions have been enabled.

I can view the Comments box in this article:
http://forums.budget101.com/content....e-to-Budget101

But Not This article:

The permissions are set exactly the same, WTF?? __DEFINE_LIKE_SHARE__
