vB3 How to disable Quote Button for not allowed posting users

Hi,

We use a customized theme based on Panglima.
When people are not allowed to post the Quote button is visible.

The buttons Multquote and QuickReply are hidden.
Why thet Quote "button isn't

I looked trough several templates, but can't find it.
I searched for the tekst "reply_with_quote" that's the alternate_string-id
But I can't find it
