Forum Banner location help

How do I put a bunch of banners on the forum page between the dark blue bar (new posts....to...advanced search) and the white table? There is a little space in between in ligther blue which is also the same color as the forum background. I want the put banners in there.

Using the ad location thing doesn't place them as I want. I tried to do it the old way in the styles and didn't work. Don't want it on the CMS, just the forum pages (all pages)
