Forum Registering new users with Moderation checks to minimize SPAM

New install of VB. Need to minimize SPAM by requiring new registrants to (1) respond to the email message and (2) be approved by a moderator before given registered user privileges.

Email works, but when we do test registrations we get the email notice that a new register has attempted, and the new person receives the email to click, but where do we go to "moderate" this registration so we can nip the SPAMMERS with the wierd email addresses in the bud?

Tried to find this in the docs. Spent 3 hours hunting. Please help. Would like to go live tomorrow (Monday).
