Forum User Profile Field

I want to create a user profile field that acts almost like the "user title" one currently does. I want a seperate box that only the admins can fill in for a registered member. It is a needs only to be simply text around 10 characters, but I do not want the user to be able edit or modify it, only admins. it would be nice if I can control if it is displayed in posts like a custom user title, preferably an on/off option. I do need it to show up in their profile when people look under "about me".

Again, just a bock of information that all can see but a user cannot edit.
