ACP -> User Banning Options -> Banned Email Addresses
Works as expected.
If I add any email or @domain there user will not be able to change or register with that email/domain.
Even if "Allow User to Keep Banned Email Addresses" set to "Yes".
This is correct behavior.

Doesn't work as expected.
From my point of view this one have to work the same way as Banned IP Addresses.
If I add any IP as banned - user will not be able to use it on my forum.
The same way must be for Banned Email Addresses + Allow User to Keep Banned Email Addresses.
If I add any email or domain as banned

I set Allow User to Keep Banned Email Addresses to "No"
then
User must not be able to use my forum until he changes his email address.

In the current moment Allow User to Keep Banned Email Addresses is useless.
The main reason for all this.
I met on my forum(s) with the problem that a lot of users used some free temporary email services to register their accounts.
So after some time their temporary email accounts is been deleted.
But all subscriptions, PM's reminders, Form bases letters to those users in such cases returns back from those free temporary email services.
When I see such cases I just want to ban those domains and make active users to change their emails immediately.
Not allowing those emails from my forum continue to return back because of "No such box where found".

Also there are mail services which have some Spam checking emails returning back with some URL to click to confirm an email.

Also there are mail services which ban when there is a large email trafic.
