Forum Moved Forum, now I can't open up to members again

We were pushing the limits of our donated shared hosting with our club's forum. We decided to move over to Amazon. Ultimately the move went well and we're quite happy with the process, but now that we're ready to open for business again we can't seem to get any of the admin control pannel settings to actually have an effect.

Here was our move process:
1. Close the forums on the old host.
2. Clone the database to the new host.
3. Move all the web files etc over to the new host (everything in public_html).
4. Reconfigure Apache on the new host (paths etc)
5. Import the database on the new host and get all the permissions working again.

So at this point all the admins can login, create new threads, upload things, moderate, prune, delete and basically do everything. When we log in to the adminCP and go to settings and set the forum back to active, it saves (other admins can see the change, and it's in the database) but the forum doesn't re-open. It keeps the "Alert! The forums are currently turned off!" message.

I've tried all of the maintenance things from optimizing tables to rebuilding the thread caches. Nothing seems to work. I suspect there is a settings cache some place (maybe on the file system?) that needs to be rebuilt, but I can't seem to find it or an option to rebuild it.

We're using 4.1.12 but will be upgrading to 4.2 once we get this back online (we don't want to compound the problem by upgrading too!).
