Forum Removing Signature Ability From a User Group

I have several primary user groups let's call them A and B.
A: signatures enabled
B: signatured not enabled

if someone doesn't behave with their signature, they get put in a different group, C.
C: no signatures (primary)

However if they have a subscription, they will wind up with an additional user group, D.
D: no signatures, can still use sig pics.

I was under the impression someone in A & D would be allowed to use signatures and signature pics. The idea is if I have someone in B & D they can't use their signature anymore. This isn't the case B & D has the desired affect but A & D also loses the ability to have a signature pic uploaded.

Is it my configuration or something I can't change? Please let me know if this doesn't make sense. __DEFINE_LIKE_SHARE__
