Strange Upload Issue

I have two seperate vBulletin forums running on one server.

Recently the uploading of files on one of the sites stopped working... while the uploading on the other site works fine.

On the site which is not working here is what I see when I go into diagnosis.


Pertinent PHP Settings file_uploads: On open_basedir: /home/dish:/usr/lib/php:/usr/local/lib/php:/tmp safe_mode: Off upload_tmp_dir: None upload_max_filesize: 64.00 MB

Results No file uploaded and no local file found. The test cannot continue.
Now on the second site also on the same server it works fine...

Results No errors occurred while opening the uploaded file for reading.
Any ideas of whats going on? open_basedir is commented out in my php.ini and has not been touched.
