Forum tab in profile with visitor messages does not show for all members

For example, we have three members in the default Registered Users usergroup: Jan, Frank and Claire. All three have befriended eachother and posted messages on eachother's profile page in vb3.8


Now, with vb4 when Jan visits Claire's profilefield, he's taken to the 'About Me' tab and cannot see the 'Visitor Messages' tab (and therefor cannot post new messages). Frank however can still see this tab on Claire's profile.

How's this possible? I have disabled the 'profile privacy' setting, so it's impossible for the users to make privacy settings themselves.

Adding #visitor_messaging after the member.php part (like in the profiles that are shown) doesn't help, just as adding an empty, default style, or disabling plugins __DEFINE_LIKE_SHARE__
