Currently the "Can Administer Users" administrator permission doesn't just allow access to the "Users" menu option, as I'd expect. It also allows access to User Infractions Manager, User Profile Fields Manager, User Ranks Manager, User Title Manager and Subscription Manager - that's a lot of stuff. These don't fit in well with "User Management", because they are all board-wide settings that only a few admins should be changing. On the other hand, we want pretty much every admin on our board to be able to edit user profiles, reset passwords and ban users. With the current permission it means they can also change a lot of things that they shouldn't.
I suggest that this setting is split into two - one for the actual User Management (Users menu option) and one for everything else it currently does. Actually "album storage type" doesn't fit in even there, because it's a system setup choice that the server admin would make and no other admin has any business changing it.
