Having tried to upgrade my forum from 3.8.2 to 4.0.3, I encountered an Illegal mix of collations error. After submitting a support ticket I got an answer that set me on the right track. Using phpMyAdmin I changed the collation value of database, tables and fields. First to latin1_danish_ci, where I was unable to change 2 fields due to error messages, and then to latin1_swedish_ci. Having changed all I could see to swedish, I was able to proceed with my install, which was stuck on upgrade400a1.php?step=9, for quite a while. However, on finalupgrade.php?step=5 i encounter a similar error repeatedly, even though I have checked each table 3 or 4 times to se if any field still is set to danish.
