Need vBulletin Customization Contract Worker

Hi I'm looking to purchase vBulletin and hire a contract programmer to add some of the below functions to vBulletin.

We'll be using all the functions of what the vBulletin Publishing suite has using the CMS and Forum capabilities but would also like to add additional functionality listed below.

We're looking to develop a point system or rewards type system for our users.
a basic example is like the trophy system they have at http://www.hobzob.com/vehicles/rc and http://www.hobzob.com/vehicles/view/p/rc/v/1042/i/crypt_keeper

The idea is this. The program will have many things that the user can do or accomplish and will get points for what they do. As they do certain things, points are associated with the tasks and they have a running total of points earned. For example, if they upload a youtube video they will get points with it. We will need an area for them to submit links for their video or whatever for us to approve. If approved, they will get the points that goes with the task.

When certain point levels are met we will send them things such as a tshirt or toolbox as a gift. We will need to be able to keep track of this and also allow them to choose what gift they want if there are many within the same point range.

User: Users can signup for the program and create their own profile page. Similar to a myspace or facebook profile page, where pictures, blogs or whatever else is there. This page will also give detail to how many points they have accrued from the program, their level within the program etc...

The home page will pull from the database and some may be static but a lot of it will be random things. Such as we may have an area on the home page for video of the day. This would pull from the videos that are approved and show it on the home page. In the backend we should be able to say if we want it to show on the home page randomly or not. Picture of the day, blog of the day, upgrade of the day etc... All should work the same way.

Users once logged in have a submission section where they choose what they did based on a list similar to below and include a link if needed or proof that they did it. In the admin section, we can approve it and if so the points are added to their account. If we do not approve it or want more info, we can send them a message through the system and tell them what else we need.

Users should be able to private message each other and comments can be left on any submission.

Home page will allow top 10 factory backed people and allow for other criteria as well, such as newest members, most videos uploaded, most tech tips uploaded etc...

Allow link to show all videos based on category, all tech tips, all pictures, all tasks etc from the home page.

Certain things will allow for user ratings. Therefore people can search by highest rated tech tip, highest rated video etc..

As certain levels of points are met, the users are given a symbol associated with their accomplishments. We will assign their levels but in their profiles or if they make a comment this symbol is shown.

Certain things will not be permitted more than one time per time period. For example. We may only allow 1 youtube video upload per month per person. So that means if someone submits a youtube video and it was approved and they try to submit another one within a certain time frame, the system will tell them they cannot do so.

Example of points associated with the task

Signup for program 50 points
Put up a video on youtube 5 points
Write a blog about Redcat or product 5 points
Signup a dealership 100 points
Upload picture of your Redcat stuff 5 points
Write an article or upgrade 25 points
Race in a local even get first place. Get 25 points
Race in a local even get second place Get 15 points
Race in a local even get third place Get 10 points
Accept a challenge and accomplish it. Could change based on challenge.

We will offer challenges to users. For example in one week we may say, Take a picture of redcat car. WE might only assign 5 points for this. Another week we might say jump over water with your car. We might assign 50 points for that one. So I will need an ability to add or change any challenge at any time

That is the main parts of the site. It must be very user friendly and have at least all functionality as listed above. The dbase must be solid and clean with ability to track and make changes to everything fairly easily.
