Forum Dropdowns still not working in any style--did we start over properly.

The drop down menus on forums pages are still not working for us in IE 8 and if memory serves correctly, 7 as well. We have tried to create a new style, reverted templates, uploaded vbulletin-style.xml right out of the upload/install folder in the install package. Just to try and eliminate our add-ons as being the cause. We have even gone so far as to turn-off the entire plug-ins/hooks system. It's now two months after purchasing this software and we are ready to go live, but this feature is still broken. THIS HAS NEVER WORKED! vBulletin staff says it's an add-on, add-on makers say it's vBulletin, and on and on...

At this point, we are 99.9% certain that it is a flaw in vBulletin. Reverting, overwriting, creating new style, nothing has worked in ANY style.

Searching the forums has led us to change a setting that existed in beta versions, but not in 4.0.2.
