Forum Need help with wack-job user banning options

Hi,
I have one person out of all the people on my forum that is a freaking wack job and wont go away. After banning him the first time, he has rejoined under three different user names. I did the IP ban on two different ips that were connected to the three user names. I sent him an email asking him not to come back, and he replied and said "do you know how easy it is to change or fake an ip?" Is there a way around that? I know in the IP banning options you can just stick in the first few numbers and it will ban all ips with the those numbers and any at the end, but the two he had were totally different. I know the state he lives in, is there any way to connect an ip to the state its comming from? I've also changed the new user registration settings so I have to approve each new member now, but he can just lie about who he is...
