When extracting the vBulletin install it would appear that all folders (not files) have had their CHMOD value set to 700 which means that I am completely unable to install it as I do not have sufficient permissions because of this.
I have tried setting all permissions to 777 (recursive subdirectories) and this resulted in a 500 error. Looking through the error log this also appears to be permission-based:
