Stopping 'Users Awaiting Email Confirmation' from sending PM's

Hi all,

Using Vb 3.5.2... is there a setting on the backend to stop 'Users Awaiting Email Confirmation' from sending PM's?

I have users sending spammy PM's and they haven't fully registered, they're still at the Users Awaiting Email Confirmation stage, I don't want these people to be sending PM's untill they're fully registered.
