3.8.4 PL1 forum Time unadjustable?

Hi*

I just installed a new copy of vb3.8.4 PL1 and it appears that I can't adjust the time. I'm not vbulletin newb* I've used many previous versions of vb in the past and had no problems with this. I have since installed 3 unrelated modifications to my vb* but I've had this problem before installing modifications* which leads me to believe there may be a date/time bug in vb 3.8.4

I've been to Admin / vboptions / Date and Time Options* adjusted it to my timezone GMT -4 (Atlantic Canada)* and it still displays 3 hours ahead* contrary to my windows time (actual time) in the bottom right corner. In fact* no matter what timezone I adjust it to* even regardless of turning DST on or off* the time still displays 3 hours ahead of what it actually is* regardless of vb's date and time options.

It seems I can't control time in my vb 3.8.4 PL1* and I have no idea why* especially with this being a new installation.

Help?

I can give forum access to a vb admin to see things for themselves if that helps to determine the problem.
