Server config help

<div>Long story short, switched to an upgraded VPS and now I'm having average load issues. The loads randomly jump to 1.XX - 2.XX under what seems to be no abnormal load. CPU utilization never really does anything. Memory usage is fine. I can't seem to trace the problem. Sometimes pages are slow (10 - 60s) to load after post (like submitting replies to threads, PMs, posting new threads, etc). But with debug on, it shows less than 0.5s load time. This didn't seem to exist on the previous VPS which had less processor, less memory, and less disk. I originally had copied my my.cnf, httpd.conf, and php.ini files from the original VPS. That had horrible results. After reading more than I've ever wanted to about these config files and tweaking here and there, I've got the loads to a reasonable level, but they're still higher than they were on slower hardware. Any help is much appreciated.

1. Is this on dedicated or shared virual server. If shared, how many sites share this server (ask web host if needed)

Dedicated VPS

2. your server specs. For example:

cpu speed/type single or dual cpus): dual quad-cores (not sure of speed)
how much memory installed: 1GB dedicated, 100GB burst
hard drive type/configuration: 30GB SAN
linux distributor or windows version: Centos 5
apache/IIS version: Apache 2.2.3
PHP version: PHP 5.2.9
MySQL version: MySQL 5.0.45

3. what version of vB are you running ?

4. if you use mysql 4.x instead of mysql 3.23.x, do you have any innodb type databases/tables on your server ?

No innodb at all

5. if possible how mysql was compiled/installed

via yum

6. your top stats. So log into your server via ssh telnet as root user and type the command in bold - top

Now while top is running hit the number 1 on keyboard to show break down of cpu load over all cpu cores. For example a Q6600 quad core kentsfield processor will have 4 cores. A dual Xeon 53xx/54xx quad core clovertown and harpertown processor based server will have 2x 4 = 8 cores listed.
