finding & replacing special characters like "�" post-UTF-8 encoding switch

I have some funky characters in my forum that appeared after I recently switched to UTF-8 encoding.


As outlined in this post, running a query like the below will not work:

where pagetext like '%�%'
Any suggestions how I can find and then update special characters like that?

Typically, they're things like >> (&raquo), but a search for that doesn't work, either:
