No options in Default forum Permission

I created a secondary usergroup on my test forum and everything worked as expected.
Steps taken where:
Usergroups > add new usergroup > Default forum Permission > and I can select registered users from the drop down on my test forum
I then went to my live forum to do the same thing and on my live forum I have “None” as my only option for “Default forum Permission”.
Both forums are running 3.8.2

No mods
Both have forums and registration enabled
Any idea what would cause this discrepancy?
