Forum administrator access

I have an admin that I gave access to admincp and I clicked on administrator permissions and only clicked on Can Administer Users, but I have mods installed and he could edits those aswell but I did not see them on the administrator permissions.

He still has access to

award system (mod I installed)
vBa CMPS which is vbadvanced

announcements
moderation
User Infractions
User Profile Fields
User Ranks
User Reputations
User Titles
Paid Subscriptions
Statistics & Logs

anyone know how I can disable these for him?
Only want him to change usergroups of members on the forums. __DEFINE_LIKE_SHARE__
