Forum vbulletin 4.0.0 is good?

I have installed Bulletin 4.0.0 Patch Level 1 and I see a notice that advertise about the security problems of the accounts password and all should be reset. It's a generally problem of vbulletin 4.x or is a problem of the version 4.0.0?

I should need to upgrade in 4.0.6 (the new version)? I say this because my license only gets the version 4.0.0.
