Forum Setup help

I just bought Vbulletin and am not wanting to make it harder than it should be to set up and add a forum to my site to discuss products and tech stuff, i downloaded the newest version, and the 3.8.6 version also, i am not sure which one i may need or which one is preffered

I currently use yahoo small business to host the site, i would like to add the forums to the site using yahoo if that is possible

this is the tech info from yahoo about their hosting:
