Forum Transfered servers... lost languages and phrases

I just finished transferring my vBulletin installation to a new server. First I copied all of the files via FTP. Then I shut down the boards on my old server. Next, I exported the database from the old server and imported it into the new server. At this point, the site seems to be functioning, except that all of the language/phrase text is missing from the site!

The admin section is the same way! It's not showing anything that is a variable, only hard coded text. The full left sidebar in the admin console is just showing variable names.

Any advice? We've tried copying the files twice to make sure there were no discrepancies and we've also imported two separate database exports. It looks like the full database is working, as there are no database errors and all of our threads and posts seem to be present.
