Suite Messed up upgrade to 4.0.5 from 3.8.6 and now have database errors

I really messed this one up.

Before an upgrade to 4.0.5 I tried to delete some member's old posts, and uploaded a plugin.

Got some database errors that eventually went away (not 100% sure how).

Then WITHOUT disabling the forum or WITHOUT closing the forum I uploaded all files to the site, unfortunately now I can't access the UPLOAD.PHP file, as I get the database error message:

Is there a way to stop all the connections, and disable the plugins, without having to login to the admincp?
