Log in/Create user issue

I am trying to fix a site owned by a friend. The index.php file shows version 1.7.0 but I suspected a corrupted upgrade. I downloaded a new copy of phpWebSite 1.7.0 and tried to set it up. The database created is in a different format than that used by the original site. We had some problems trying to get the original site running after moving it to a new host but that is now fixed - everything except the photo archives is running. I only have one issue remaining. I can't log in or create a new user. So, I can't maintain the content. Any body have any ideas? The site is http://atar.com. I should note that the database is the original one used when the site was created by an earlier version (I believe 0.9 but am not sure) Thanks __DEFINE_LIKE_SHARE__
