Forum strange banner ad problem - ad showing on forum and not in admincp ad manager?

Background: I ran a separate test forum before I went live, on a fresh empty database, basically to get all my styling done before upgrading my main 3.8.4 forum. I added a banner ad on my test forum and it seemed to work pretty straightforward.

I took my site live the other day, updated my 3.8.4 forum to 4.0.3 and everything went fine (other than the typical minor stuff). NOW.....the banner I was running on my test forum is running on my live forum (ad_global_below_navbar) and it is not showing in my admincp > ad manager? How is this possible?


Again, the test forum was using a new, fresh database and was located in a different folder on my server.

I just tried adding another banner in a different location on my forum and it doesn't show up on the forum. Everything appears to be correct...it shows in the ad manager, code looks good, but it doesn't show. Related?
