Forum User says they don't have permission ... What is happening?

I hope I am on the correct site. This is the one if vbulletin resides on my server correct? I'm allways getting .org and .com confused. Anyway. I have someone I'm trying to get to use the forum and they say they can't and they get this message "you do not have permission to access this page. This could be due to one of several reasons:

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation."

Don't they have to activate it through their e mail? I see a few other posts on the forum so I am not sure why he can't activate it. We don't have a lot of traffic there yet so if I have a setting wrong I would love to know. the site is http://www.digitalsculpting.net
