Forum Lost Inline Mod Permissions after 4.0.3->4.0.4 upgrade

Moderators and administrators can no longer move or delete many forum posts. I at a complete loss as to why the upgrade would have caused this, but it did. The situation doesn't improve even when I disable all plugins/hooks. We all just receive the following message:

Any ideas would be greatly appreciated.

PS: there were no error or other unusual messages during the upgrade __DEFINE_LIKE_SHARE__
