Some questions before buying....

I run several forums on another software suite. I'm really tired of it's lack of functions and for my new site I want to use Vbulletin. I have a couple functionality questions first though.

1. Are there many people/companies that offer/will create custom themes/skins for reasonable prices?

2. Are there many people/companies that create special mods for Vbulletin for a reasonable price?



Also this is more of a question of, "does this exist". The site I'm going to build is a social avatar forum like gaiaonline.com are there custom vb mods already available that simulate those features? The features I'm talking about are....A shop where things can be purchased with points people get for posting...an arcade where the games work with a point system for playing like the first mod I mentioned.
