Help using theme.php to include css menu

I need some help determining if I can and "HOW" to use theme.php to allow me to include a common css menu (not associated with Menu Manager) into my branch sites.

The goal is to be able to just modify one css menu (update or add links) and then be able to have the newly modified menu used on every branch site without having to manually modify every theme.tpl file.

For example: Menu found on main website: www.tellerlinks.com could be the same menu found on branch www.tellerlinks.com/activities


The css menu is rather long and being able to update it once across all branches would be fantastic!

Any help or suggestions would be appreciated. Since the entire site is laid out in CSS except for the content (on purpose), I am hoping to be able to do something like:

to replace the current lines of code needed to create the menus.
