Forum member can not upload avatar

My users can not upload an avatar, I do not understand why. I've looked at the settings and where I have clicked "yes". But users still can not upload. Only I can do it as admin.

When a user clicks on edit avatar to meet them by the text,

"No avatar specified. Avatars are small images which appear below your username with your posts. Do not use an avatar."


Note: If you have your own custom avatar, it will be deleted if you select this option.

I do not understand what has happened, of course settings are correct in the adminpanel. __DEFINE_LIKE_SHARE__
