Before I buy - Merge two phpBB3 boards into one vBulletin board

I did read other posts and the ImpEx user's guide. I have *just* enough php knowledge to be dangerous and less mysql knowledge -- so my skill set is not great on these points.

Before I buy a vBulletin license someone please tell me if this will work or if I will be sorry for attempting it:

1. two phpBB3 (latest version) boards, totally separate.
2. many userids have the same email address...some do not...
3. target is a 'blank', new vBulletin instance

I want the end result to be that all the forums are together in the vBulletin instance, the userids that match are merged, passwords all work correctly, all threads, attachments, etc. are established.

Is this a pretty common scenario, and is there a high probability of success - or will it mean endless hours trying to troubleshoot strange errors and days wasted in the support forums here trying to get help?
