Forum How do I specify cache expiration for forum icons and smiles

Hello

1. I noted that the forum icons and smiles are not cacheable by the browsers, they are downloaded each time the page loads on the client browser. How can I set cache expiration for those icons and smiles ( or all the images in /images directory) for one month in the future.
2. Can I set the Cache expiration for one month for all the images in posts/blogs/CMS also ? so my forum pages loads quickly ?
3. Page Speed firefox addon advised me also to set the images width/height attributes for my forum icons/smiles to make pages load faster. How can I do that ?

I have knowledge in HTML and templates editing if I need to.
