DST settings updated loop

We've been having this problem intermittently for several versions now. It seems to plague primarily IE, regardless of the version. People get caught in a loop which just says " DST settings updated", and upon clicking it it just returns over and over. I searched on various different strings here and found nothing. Has no one else encountered this problem?

We've also been experiencing redirect problems. I mention this because it may be related. On some of our forums, after logging in with IE, or with the very latest version of opera on Windows XP, you are directed immediately back to the login screen again. Refreshing the page will show you logged in with IE, but not with opera.
